BBNC, which was found in April, 2001, focuses on international cutting-edge technologies, including computational photography, brain science and artificial intelligence. According to the country's major needs, BBNC concentrates on developing basic theories and key technologies.

There are 3 full professors, 4 associate professors, 2 assistant professors, and 3 engineers in the laboratory. The current enrollment is about 30 graduate students and 5 postdoctoral students. The faculty also includes one academician from the Chinese Academy of Engineering, two scholars from Chang Jiang, Minister of Education, three medalists in the National Fund for Distinguished Young Scholars (one from overseas), and one medalist in the Science and Technology Award for Chinese Youth, three winners of the National Excellent Youth Fund, one scholar from the Young Overseas High-Level Talents and one medalist in the Young and Middle-Aged Scientific and Technological Innovation Leader Award.
